registered with Kolkata Municipality / Registration House with economical efforts.
Please find my
below 03 Step process.
Step-1
1.
Have 03 copies of passport size photos ready for each /all members name appearing / desired on the registration document. Please note that, presence of all members are essential during registration process.
2.
Have PAN
& Aadhar cards 02 photo copies each or
equivalent identification papers ready for all.
3.
AFNHB rep
passport copies are held with JVR Estate Manager Mr Masud and may be confirmed
in advance for its availability. The authorized representative's presence in registery office is a mandatory requirement for the first-time/ original registration . Hence he often forces Flat owner for additional expenditure vide calling for Home Commission, i.e registration at JVR Premises by Registerar's presence locally.
4.
Have in
major banks an amount of Rs 3,75,000/- or little more from where the Govt
challans can be sent by electronic mode along with one cheque. Note down the
Bank Name ,A/c No and IFSC code , (see
example for details at Exibit-1 ) view cheque
5.
Your
lawyer will generate the self eChallan .
(See Exibit-2 view ) with following details shared to him a) Flat/
House Tax No available from tax challan being received by you b) Bank details
as stated above c)Flat area is 1275.45sft ( Exibit-3b view ) plus vehicle parking 185sft ( Exibit-3c view ) d) Initial cost as described from the
AFNHB Handing over document CLA/01 Dt ...
approx Rs12,55,000/- e)Owners & Co-Owners details with
associated documents details.
6.
The word
file for taking printout at the lawyers end is being appended as Exibit-3a view & download. The wording are sacrosanct and any
alteration other than the details of property and Owners may attract legal
complications in future.
7.
Plan leave
or presence in Kolkata, JVR for just one half day from 1400 hrs till 2000 hrs for all Owners and Co-Owners only and lets
designate it day D-15.
8.
At Day-0
with all above details in hand ask eChallan to be generated by lawyer . Please
note the road on which the JVR Society is shown and some facilities existing
inside the Society, as many previous
registrations have shown this incorrectly to be existing on some other road
leading to their higher registration cost
.
9.
Ensure the
AFNB authorised person is in town and will be present on the Registration Day
in JVR.
Step-2
10.
After
clarity available and go ahead given , lawyer now will get this eChallan
generated from the Govt Registration Office (nil mistake is expected) and a
eVoucher (see Exibit-4 eChallan by Govt & 5 eChallan to pay ) . If this eChallan is
generated on Day-02, the obtaining of Govt receipt takes minimum 04 working
days after its payment .
11.
Pay this
echallan at your designated banks as intimated earlier. No change is permitted
here. For this please write a cheque as shown in Exibit-1 with value as
Exibit-5 and get it paid electronically by your Bank say on Day-4. In case the
owner arranges the fund and Bank details as in above serials, through local
representative, he may not have to come to Kolkata personally.
12.
Obtain the
Govt receipt which is done by your lawyer say on Day-8
13.
Lawyer
will now take appointment from the Astt Registrar for a Commission date (i.e
gentleman will come to Flat / JVR rather than the family going to the
Registration Office for a fee of Rs5000/- . This day can be altered /delayed
maximum for 30 days as this is the max validity of eChallan value / assessment.
Read last page of eChallan. Say this is Day-15.
Step-3
14.
Present
yourself at the appointed time and place
or 02 hrs before as to avoid last minute changes will all Owners and
Co-Owners.
15.
On this
very day ensure you have signed the standard format authorisation paper for
receiving / collecting the Registration Document from Govt Office by your
lawyer else you may have to come for collecting the same.
16.
Delivery
of the above Registration Document takes 08/12 days. Check digital Registration
document at Exibit-6 digitally signed
Therefore your
total Govt expenses is of eChallan say Rs3,70,000/- plus Rs 5,000/- for Commission / Registrar services
at your Flat making say Rs 3,75,000/-.
I have ensured a
practical run of the above process flawlessly through a local Lawyer staying
behind our JVR Society , Mr Tapas Naskar –Whatsapp 9831396370 and 8777034279 ,
whose all inclusive fee / charges including payments to govt staff , are as on
today is Rs 13,000/- fixed.
Please do not get
fleeced or cheated by a tout charging close to 40,000/- so far or reducing the
Flat sft to artificially lower the registration fee. Registration activity has no link with outstanding Municipal House Tax if any. Mutation is a later activity.
This service is
also available for second sale , however the sale agreement wording for the first few pages are different
and non-alterable.
